Cannot change dynamic web module from 3.0 to 2.4 or 2.5 [message #816970]

Initially I created a dynamic web project for servlet 3.0
Then after I want to change the version of dynamic web project down to 2.4/2.5: Go to project properties -> Project Facets -> Dynamic Web Module

However Eclipse complaints: 'cannot change version of project facet dynamic web module to 2.4'

I have to start over by creating a new dynamic web project 2.4.

Why Eclipse doesn't allow changing the version on the fly?
