Maybe you should open a bug against this package.

Go back to the page where you downloaded the reporting package
(http://www.eclipse.org/downloads/packages/), click on the 'More...' link
of the 'Eclipse IDE for Java and Report Developers' package. On the
following page, you'll find a link 'File a Bug on this Package' on the
bottom right.

This will help the BIRT team by reproducing and fixing this bug.

EPP == Eclipse Packaging Project

This is the project responsible for building the Europa and Ganymede
bundles.
