Yes look at the full downloads page for any version. Look for the birt
source entry. For example 3.7.1 is here:
http://download.eclipse.org/birt/downloads/build.php?build=R-R1-3_7_1-201109131734
If you look at the main download page you there is a link for getting
all the downloads for a specific version
