First of all, the Platform M7 build was available on May 2, but that is
not sufficient for an EPP package to be available. See
http://wiki.eclipse.org/Ganymede#Milestones_and_Release_Cand idates for
the schedule of milestone availability.
M7 packages are available at http://www.eclipse.org/downloads/packages/
I'm not sure that the Milestone builds are intended to update. In the
past (with the old Update Manager), that was definitely not the case;
you had to download the new M-builds directly.
I'm copying this to the platform newsgroup since the update questions is
more appropriate there.

"PDE now supports the ability to compile runtime workspace plug-ins
against the launching workspace."
Yeah!! That makes my life just a bit easier.
