When you run the report in the Viewer, if you run to html using the
frameset mapping and then export to pdf does the report come out
correctly? Also try frameset mapping with &__format=pdf appended to the
url.

Yes, frameset uses a run task then a render task. run mapping uses
runandrender task, which does not create a rptdocument.
