This is a Basic Question for a New User but I am trying to go through a tutorial for creating a plugin and different tutorials will give the first instruction to go to "File->New->Project" and select "Plugin Project" but I do not have this selection. All I have is: General, CVS, Java, Maven, and Examples. I downloadeed and installed the latest Eclipse. What am I doing wrong?

Instead, do you see Projects... or Other...? If so, try them and look
under Plug-in Development.

Perhaps you installed the wrong Eclipse package.

Which Package would it be? At the download page: eclipse.org/downloads
I do not see anything with PDE or Plugin in the description. I installed the first on the list. "Eclipse IDE for Java Developers, 128 MB". Is there another?

Alos to complete my answer, none of the sub menus of what I listed had anything describing "Plugin Project".

It's in the package I use, which is Eclipse IDE for Java EE Developers.
This package contains all the web development tools, however. I think
there are other packages that have it as well, but I'm no expert on
which packages contain which small details.

The Plugin Perspective is not installed.

To get it:
Help->Install New Software
Work With: --All Available Sites--
In the Filter Box, type "Plug-in"
Look for something that says "General Purpose Tools" and expand it.
Look for "Eclipse Plug-in Development Environment"

Click Next a few times and install it, then restart.

Exact verbiage may depend on your Eclipse version.
