Hi!

What are the advantages of developing an application as an Eclipse plugin against developing a desktop application or web application?

Your question mostly seems one of why develop an desktop application (in
any framework) rather an a web application (in any framework). That's
not an Eclipse question. You should use Google to find the endless
discussions about that debate. Developing plugins helps you build a
nice flexible rich desktop application; with something like RAP, you
could even use the same application as a web application. You might
want to have a look at that project.
