Looking at the web site of the Graphical Modeling Framework (GMF) Tooling project, there have been almost no commits the past year and a half, and there is no plan for the future. Is this project dead?

You should also take a look at the bug tracker. There you can see a lot of activity.

As Ralph already answered, the project is not dead, it is aiming a 3.0
release for June.
If you want to monitor activity, you'll have to look at the Git
repository, or its GitHub mirror: https://github.com/eclipse/gmf-tooling
If you want to have the latest news, the wiki is preferred to the
website: http://wiki.eclipse.org/Graphical_Modeling_Framework

But there are currently some issues about who is able to update the
website. So the website is like dead. That's a major issue, and we'll
try to improve it.

Yea, the website does seem dead, but as you said, there is activity in github.
One general question about the GMF project - why is there so little documentation? it is VERY hard to understand such a complicated framework without good documentation. Is there any way to help? I would be willing to dedicate some of my time to documenting the project, but I haven't been able to understand it enough.

There is a lot of documentation on the wiki: http://wiki.eclipse.org/GMF
, including a tutorial on how to get started and lots of tips for
advanced customization.
There are also some books available about GMF.

Documentation cost time and money. If there is not enough documentation,
that simply means that there is not enough time and money spent in them.
It's up to contributors (individual and companies) to help in improving it.

It is very important that you define what "good" means here. What is
missing to the current documentation to make it good?

Sure, you help is very welcome. If you want to document project, you could:
* improve the main tutorial (
http://wiki.eclipse.org/Graphical_Modeling_Framework/Tutorial/Part_1 )
and make it clearer and clearer.
* improve other wiki pages to make them more readable
* add missing content to documentation
* Suggest improvements to the website via bugs:
https://bugs.eclipse.org/bugs/enter_bug.cgi?product=GMP (website component)
* propose patches to improve website by bugs:
http://wiki.eclipse.org/IT_Infrastructure_Doc#How_do_I_setup_my_project_website.3F
....

There are plenty ways on making GMF Tooling better. Feel free to choose
the one you prefer ;)

Just small additional remarks on the topic:

- there are three full time resources working on the topic since almost
half a year, and they are funded for the years to come
(I am sitting right now in their office in Prague, and none of them is dead)

- by recruiting these people partly from the original creators in
Borland/Together, it was possible to continue the MDA Architecture based
on QVTO, OCL, e.t.c. and extend with experience gained in the last
years, rather than "starting from scratch"

- while the current available releas for 3.7.1 is based on the status
about 1 year ago, the new major release will be ready in about 2 month
to test out for users. Or just check out the sources and play with them...
