You can build similar UML2 models using any modeling tool based on
"Eclipse-UML2" (http://www.eclipse.org/modeling/mdt/?project=uml2).

"Eclipse-UML2 Tools" provides provides graphical editors for building
UML2 models (currently restricted to some kinds of diagram).
http://www.eclipse.org/modeling/mdt/?project=uml2tools#uml2t ools

Other more complete modelers such as Papyrus or TopCased also allow
creating such UML2 models.
