Hello,
If I attempt to install e4 0.11 Updates - http://download.eclipse.org/e4/updates/0.11, this does not work.

If I attempt to use http://download.eclipse.org/e4/updates/0.12 no groups/artifacts can be found.

Is there a site that I can use?

If you're trying to install 4.2, you should use

http://download.eclipse.org/eclipse/updates/4.2-I-builds

Though I find I need to also specify the following too:

http://download.eclipse.org/e4/updates/0.12-I-builds
http://download.eclipse.org/eclipse/updates/3.8-I-builds

If you tell us what you are trying to develop we might help you better.
If you download the Eclipse 4.2 SDK [1] you should have fairly all you
need. If you want to develop e4 applications you should install the e4
tools from the e4-updatesite [2].
