How can I get org.eclipse.jpt.core 2.3.0 bundle into Eclipse 3.7.1 Classic?

I have installed all JPA features from Indigo Update Site, but when I
try to install a third party plug-in it always complains about: bundle
org.eclipse.jpt.core 2.3.0 not found.

If I install the same third party plug-in in Eclipse 3.7.1 for JEE
Developers it works.

What am I missing to install in the Classic version?
