What is the purpose of WindowBuilder XML Core feature? Should I install
it to design Swing UIs?

WindowBuilder XML Core feature is base for XWT and GWT UiBinder editors.
For Swing UI you don't need it, if only you are not planning to develop XML based UI editor. Wink
