Noticed that the Open Method / Type buttons within the PHP perspective
are not available in the PHP Debug perspective. The quick-key
combination to bring up the dialogs for them are also not working. Is
this "as designed" or something that has slipped through?

you're right it is not the preferred behavior. If you have a Bugzilla
account can you please open an issue about it?
