Hi,

is there a possibility to do
what can be done with unchecking "download repository index updates on startup" in the preferences with a (-D....=false) parameter on the startup of eclipse?

You have this option into the properties of maven. Go to Window-Preferences-Maven and there you'll find an option "Download repository index updates on startup". Just uncheck it.
