Steve,
You can use different properties for different locales, but we have no
way in BIRT of automatically translating a given value so I am not sure
how you can do what you want here. Have you seen this page:

On Babel install
(http://download.eclipse.org/birt/downloads/lang.php?build=R-R1-2_3_2_2-200906011507):
There are different packs depending on what you are localizing. For
example localizing the viewer or the designer. The designer requires
that you just unzip into your eclipse folder. BTW you can start eclipse
with a given locale
