Every time I go to download.eclipse.org/egit/updates/ it just shows a blank page, and nothing starts downloading. I'm new to Eclipse, so anything I may be doing wrong?

The URL is not meant to be web-browseable -- it must be used within Eclipse. Go to Help > Install New Software, then click "Add..." and put the URL there.

If I do that, it says "Duplicate Location" and doesn't allow me to add it.

Then it already exists in the list. Pick the existing one and use it.

Which means (kind of obviously) that the location is already in your
list of update sites. Try selecting it from the drop-down and seeing if
there are any updates available.
