There might be a problem in the mirror you downloaded from. Try to download
from a different server, and see if it solves the issue.

For completeness...

Some of the files for PDT contain the sequence ".php" in their name. The
default configuration for Apache+PHP refers the download request for
these files to PHP for processing. Of course, the file doesn't contain
actual PHP code, so the error you're seeing is the result.

Webmaster can ask the offending mirror to update their Apache
configuration to resolve this issue. If you can recall the name of the
mirror you downloaded from, it'd be great if you could drop a note to
webmaster@eclipse.org and let them know.
