Hi.
Short answer: No, there will be nothing 1.4M6, or in 1.4 at all.
Long answer: As the bug says we are only investigating, there is
currently no active development going on to support Draw2D. For now
there only is the experimental code in the incubator.
That does not mean it will never come, as there is some interest and its
technically quite possible. But due to the limited resources of the
RAP-team, an official RAP-version of Draw2D will not be released in the
near future.

Hi Tom,
Despite the presence of an official Draw2d release, the experimental Draw2d and GEF bundles in the incubator do indeed function and I plan to upload the required RAP target platform patch, updated to 1.4 Final and the latest GEF release, by the Indigo release.
If at Indigo release, you check out the RAP bundles and apply the patch, then you will be able use the draw2d and GEF bundles from the incubator. There is also a demo bundle that can be useful.
Hope this helps.
