There is a way to promote "buried" options up out of Other... to
front-line status and, I assume, so could be done with Android Project.
I've seen the solution to this described in the last year in this forum,
however, it wasn't important enough to me to learn it, so I can't
describe it here.
I observe that New behaves differently (i.e.: has different front-line
options) depending on the perspective, the view and how you reach it.
For example in the JEE perspective, frustratingly, I find Dynamic Web
Project missing when I right-click down in the Project Explorer and
choose New, but present when I pull down File -> New.
