I personally find Target Platform State view ( and show only unresolved
plugins option) very useful.
Whenever I switch to another target I've investigate its state using this
issues.
Unfortunately if the delta-pack is dropped into the target a lot of
configuration specific (os, hw & arch) fragments are seen as unresolved.
I think they are seen as unresolved because of the platform filter.
E.g.:
Eclipse-PlatformFilter: (& (osgi.ws=carbon) (osgi.os=macosx) (|(osgi.a
rch=x86)(osgi.arch=ppc)) )

There are a lot of such unresolved fragments, and they make the job of
finding the "really" unresolved plugins a burden.

There is a way to configure the target platform state so as to filter out
this kind of unresolved plugins?
