Is there a way to filter whether a fragment and hence its host plugin get
resolved on criteria other than the Eclipse-PlatformFilter settings?

Ideally I would like to be able to provide a class that answers whether
this fragment should be resolved. Or someway to extend what is allowed in
the Eclipse-PlatformFilter settings?

Can you be a bit more specific on what you want to do? What outside of
dependencies and Eclipse-PlatformFilter do you need (note, as of 3.4,
you can use system properties in platform filters which offers even more
flexibility)?
