Just pick a package that seems reasonably close to what you want, e.g.,
the web tools one or the PHP one, and then use Help->Install New
Software... to install anything else that looks interesting or useful.

If you're not so much a Java guy, use the Eclipse for PHP Developers.
Eclipse IDE for JEE Developers is more for those writing Java-based
solutions. If you decide you want something more later, you can install
it in your existing download (as Ed points out).
