As part of the DSDP top-level project restructuring/termination, the
RTSC project is moving to the technology project.

Although we will do everything possible to minimize impact to existing
users, we will have a new web home, bugzilla classification, and svn
repositories. Newsgroups will remain unchanged.

New links will be posted when they are available and he move can be
tracked via Bug 326587 - RTSC to move to Technology project.

I apologize in advance for any inconvenience. Hopefully we can cut over
quickly with a minimum of 404s.
