Mark,
Select the third tab of the chart wizard and select the axis you want to
set and then click the label button. There is an ellipsis field in the
dialog.

Mark,
You are correct. The chart engine calculates whether to display the
labels based on size. One work around would be to set the label font
size small and then the engine would render all the labels and you could
enter a script like:

To change each label and the size of the label. Look at the second
chart in the attached example.

I think I understand. In the example I was building the chart engine
was turning off labels because they were to big. In your case this is
not happening but you are getting to much space? You can send me a
screen shot at jasonweathersby at windstream dot net. You can change
the bounds of the chart before rendering it in script. Send me the
image and I will build a quick example.
btw the ellipsis is a minimum number of characters not a maximum. This
may be the issue.
