http://ecf1.osuosl.org

There is also an anonymous CVS server at that host that provides access
to the source code.

Hi Wind,

I was able to just now (jan 22 7:30pm pacific) connect to
dev.eclipse.org:/home/technology via pserver (anonymous login). I'm
unable to explain why you wouldn't be able to connect but perhaps
webmaster@eclipse.org will be able to.

Note that the JMS ECF plugin is not (yet) hosted on dev.eclipse.org, but
rather is here:

:pserver:ecf1.osuosl.org:/ecf
username: anonymous
password: <your email>
