You can click on window->open perspective->Report Design.
If you have already opened it once you should be able to switch back to
it using the report perspective icon in the right corner as well.

Understood. Right now I do not think any of the file types do this in
Eclipse. There is a Perspectives preference page under the general
properties, but switching is only available for new projects. Can you
log a bug against Eclipse, to add this option?
