anymore?
Indeed, I only see these plugins in my helios installation
../plugins/org.eclipse.linuxtools.cdt.autotools_2.0.0.201006 152250.jar
../plugins/org.eclipse.linuxtools.cdt.autotools_docs_2.0.1.2 01006152250
../plugins/org.eclipse.linuxtools.cdt.autotools.core_1.0.0.2 01006152250.jar
../plugins/org.eclipse.linuxtools.cdt.autotools.ui_1.0.0.201 006152250.jar
../features/org.eclipse.linuxtools.cdt.autotools_2.0.0.20100 6152250
and here http://www.eclipse.org/linuxtools/projectPages/changelog/ I see
"At present we have no update site, but you can check the project
plugins out of SVN directly from eclipse.org at
svn://dev.eclipse.org/svnroot/technology/org.eclipse.linuxto ols"
So now I need to build the changelog plugin myself?

You should be able to get the changelog plugin from our regular update sites as described here:
http://www.eclipse.org/linuxtools/downloads.php
If you have one of those sites enabled and installation went OK, but changelog does not show up in installation details, could you try to start eclipse from a terminal like so:
$ path/to/eclipse/install/eclipse -debug -consolelog
Do you see something which indicates that the changelog bundle isn't loading properly?

that update site is already part of my eclipse, but no changelog plugin
is available for installation...

plugin is not available at all from an update site, as it is state here:

org.eclipse.linuxtools.changelog.cparser

Are you sure? When I point my Web browser to
http://download.eclipse.org/technology/linuxtools/update I'm seeing:
<feature url="features/org.eclipse.linuxtools.changelog_2.6.7.201008261754.jar" id="org.eclipse.linuxtools.changelog" version="2.6.7.201008261754">
<category name="Linux Tools"/>
</feature>
In other words, a changelog build from 2010-08-26 is part of this update site. Required plugin jars are there for me too. Similar for updates-nightly. I still think you should be able to get a pre-built version from either of those.
Have you tried updating/reinstalling from your existing update site?

I found the plugin! It is in General Tools... I was expecting to find
it in the Linux Tools section...
