Is there any way to change the default home page of the help system when it
starts up?

I am just launching the help using the existing action set for the help
system (i.e I haven't written my own handler)

i.e instead of the "Using the help system" page.

Yes - this is configured with the help_home preference, documentation (for 3.6) can be found here:
