I do not know of any other open source xls emitters. I know there is a
bugzilla entry to add the chart to the BIRT xls emitter. Also Actuate
has a commercial emitter that is very good.

I believe you can a commercial version of the engine, but I think you
will have to contact Actuate:

Also remember that this is available in Actuate 11 which is releasing in
September.
