I was wondering where I find the help content for the "Workbench User
Guide".

I want to provide German docs for this.

If you are looking for a German translation of the documentation try the Eclipse Babel project at http://www.eclipse.org/babel/ which is where translations can be found.

Is the "Workbench User Guide" generated from multiple bundles? Or is there
one bundle which contains the entire book?

One bundle for the entire book,, the bundle is org.eclipse.platform.doc.user.

Ok. Do you know where the German version of this is perhaps?

I had a look at the Babel bundle org.eclipse.platform.doc.user.nl_de and it
is mostly empty apart from a manifest.

Usually there is a jar file inside plug-ins which come from Babel which contains the translated resources. If it is completely empty that might indicate that it has not been translated. I have not spent much time on Babel so I'm not too familiar with how to find out what has been translated, I'm sure that there is a forum for Babel where you can find out more.
