Does BIRT render group header part only once per group?
Even if we set Repeat Header flag to True?

Unless they have changed it, the header is rendered once per group (making it a static object) and then repeated on succeeding pages as necessary. I think,

In the table, right-click on the group header to get to Edit Group. One of the checkboxes on that dialog is "Repeat Header"
