DTP participates in the Babel (translations) project. You can download
the Babel translation packs for DTP 1.7 from here:
http://download.eclipse.org/technology/babel/babel_language_ packs/galileo.php
For Chinese, look for
BabelLanguagePack-datatools-zh_3.5.0.v20091121043401.zip (Simplified) or
BabelLanguagePack-datatools-zh_TW_3.5.0.v20091121043401.zip (Traditional)
