I was trying to understand releng, and wanted to install the Releng plugin for use in preparing my own automated build.

I found: http://wiki.eclipse.org/index.php/Platform-releng-faq
>> Install the org.eclipse.releng tools plug-in, and use the "Release" action in the context menu of the test plug-in project to update and commit map file.

The hyperlink there leads to:

Which states:
>> As of build I20040420, the RelEng Plug-in is included in the Eclipse builds and is available at the bottom of the download page.

++ I was unable to find a _download page_ that matches the description.
++ I am also unsure _which_ Eclipse builds the sentence is talking about.
++ I am also unsure if "RelEng Plug-in 3.0.4 (For builds > 20040622)" is actually the final version.

Maybe this could be corrected in some part of the documentation?

I've added a link (http://download.eclipse.org/eclipse/downloads/) to
that page.

No, like all code it evolves too. For the last years the releng tools
plug-in is always built together with the other code which means for
each build you have there's a corresponding releng tool plug-in on the
download page.
