I do hope your keyboard supports upper case letters and the '.' character;
else you will have trouble writing Java code even if you get Eclipse to
start.

The current stable release of Eclipse, version 3.5.2, is available from the
Eclipse downloads page. It works fine with Windows 7. However, there are
some hurdles (that affect all versions of Windows) that you might be running
into:

- You need to make sure that you have a Java runtime environment (JRE) or,
preferably, Java development kit (JDK).
- The JRE or JDK needs to be 32-bit to use 32-bit Eclipse, or 64-bit to use
64-bit Eclipse.
- The Windows unzip tool fails from time to time, especially if you install
into a long pathname, so it is recommended to install Eclipse into
c:\eclipse instead of into (say) "c:\program files\my programs\editors\java
tools\development environments\eclipse", and it is recommended to use a more
reliable tool such as WinZip, WinRAR, etc.

If you go to the main downloads page at http://www.eclipse.org/downloads/ ,
there are some links on the right toward the bottom of the page, in the
section titled "Installing Eclipse", that may help.

If that information isn't sufficient, please post a more detailed question.
You may find that http://catb.org/~esr/faqs/smart-questions.html is helpful
in this regard.
