There are doc plugins in the platform:
org.eclipse.platform.doc.isv
org.eclipse.platform.doc.user

what does that exactly mean?

The "isv" docs are aimed at people writing extensions for Eclipse, as
opposed to people using Eclipse to do unrelated development tasks.
