The History View is problematic for me too.
History View shows local revision history OK for projects not shared with CVS. Share the project, and the upper half, and the bottom left panes are blank, regardless of which of the Local, Remote or Local and Remote buttons is pressed. Un-share the project, and local revision history shown again. The bottom right does correctly show the checkin comment for the current version of the file.
Fetching and committing from CVS is fine, as is exploring in the CVS Repositories view. True for viewing my local CVS (v 1.12.12), and for other people's, eg :pserver:anonymous@dev.eclipse.org:/cvsroot/eclipse
I was OK with Ganymede (3.4.1 build M20080911-1700), but it broke with Galileo, both the first release (20090621-0832) and the current SR1 (build 20090920-1017).

I ran into a similar issue today while using eclipse 3.5 Galileo. Viewing the history of a file from a remote repository worked fine until I viewed the local history of a file. After that, viewing the history of a file from the remote repository no longer worked.
A bug appears to have been filed to track this issue and it is scheduled to be fixed for 3.6

In the meantime, I was able to fix this issue locally by executing the following steps
1. Shut down eclipse 3.5
2. Navigate to the workspace directory where my projects are located.
3. Navigate into the .metadata --> .plugins sub folder
4. Delete the following plugin folders. (You can back it up first in another location)
org.eclipse.team.cvs.core
org.eclipse.team.cvs.ui
5. Restart eclipse
That worked for me. I was able to view the history of a file from a remote location. I have not observed any side effect from this "fix" so far.
