Scratch that, it appears to have worked. Took a while to load up
and completion took a little while to "wake up". This must all
happen on a thread somewhere and I wasn't patient enough. Thanks.

Yes, first you create the library in Preferences > PHP > PHP Libraries, then you add it to your project doing right clic
Build Path > Add Libraries.
