Alas, I searched the lists and google high and low for various keywords,
but without knowing the exact name of this feature, the terms, being all
very generic, "memory, gc, garbage collection, applet, widget, etc..."
produce nothing of value.
Any hints?

The enabling/disabling of that widget is controlled by a Preferences
setting: General > Show heap status.
Note that it is movable/dockable, so you might have inadvertently
dragged it somewhere that it is not obvious or partially hidden. If the
option is enabled but you can't see the widget, try un-checking it,
restart Eclipse, then re-enabling it.
