Just signed up for the news groups using the forums:
http://www.eclipse.org/forums/index.php

However, I have a few problems with them ('search' gives empty page, 'help' gives empty page, control panel refuses to change my settings).
Where should I report such things?

There doesn't seem to exist a forum about the forum, and bugzilla also doesn't have a project for them.

Albert,
The forums web site is still a work in progress, a "beta" you might call
it. Until it has it's own Bugzilla category, you can follow the progress
and report problems in this bug report: https://bugs.eclipse.org/284281
Please read the history of discussion there before posting your own
comments, so as to avoid redundancy & confusion.
