With UML2Tools 0.9.0M4, the context menu has a nice "Synchronize..."
feature that allows me to select which elements of the package
associated to the current diagram are shown. So far so good.

But, what if I need to show how these elements relate to other elements
in another package which could be a parent, sibling or child package
w.r.t. the current package.

To illustrate the problem, look at Fig 9.2 of the UML2.2 infrastructure
specification which illustrates package import relationships among the
sub-packages of Infrastructure::Core::Abstraction

Is there a way to recreate this figure?
