Is there a convenient method localize contributions to the Universal
Intro, specifically the <introContent> XML?

I know that org.eclipse.core.runtime.products properties can be
substituted ($propertykey$), but how can a plug-in that does NOT also
define the product set these properties? Is the alternative a complete
replacement of the XML with the localized version?

You have to replace the entire intro xml file with a localized version.
