I am getting the following error mesage

File test2.html referenced by a topic doesn't exist

Both the test2.html and toc.xml file are both in the nl/fr folder in a
fragment project to hold the french translation of the help.

I have a toc extension declared in the plugin although it does not seem to
make any difference if I remove it (I can't find any documentation which
says if I need to re-define it in the fragment plugin.xml or not).

In fact I was just re-checking to make sure the primary true/fale does not
make any difference and now I have the error message twice in the error
list, cleaning the project does not remove any of the entries.

Any suggestions welcome, it is going to make keeping track of what is
translated tricky when it is reporting things that are done.

This message shows up when the search index is built, which happens when
a search is performed or F1 is hit. What it indicates is that the toc
is referencing a file that doesn't exist. What I can't tell from the
description is whether it was trying to build the search index for "fr"
or for the default locale. It may be that there is an inconsistency in
the default locale.
