Yes, its a known problem at windows platform covered by https://bugs.eclipse.org/bugs/show_bug.cgi?id=238098.
We are sorry for that.
But there are plenty of workarounds, even if you want to stay with Windows
:). Personally I would recommend options 3) or 4) listed below.
1. You can just ignore missed example file, diagramming itself does not depends
on it and should work the same way.
2. Even more, I believe that you can completely remove the whole samples
plugin and (except a logged error message on startup) diagramming still should
work.
3. You can install U2T from update manager pointing it to http://download.eclipse.org/modeling/mdt/updates/milestones/ ,
it is verified to work on any platform
4. You can also switch to 0.8.1 maintenance stream builds, which is available
for download as zips at the http://www.eclipse.org/modeling/mdt/downloads/?project=uml2t ools
and as an update manager at http://download.eclipse.org/modeling/mdt/updates/interim/.
The latest M-stream build was compiled against the release versions of our
dependencies (so it is fully compatible with Ganymede, you don't need to
switch any other plugins/features to maintenance stream) and it has this
and a couple of more bugs fixed. Right now the latest M-build available is
M200807071308, but we are probably going to build one more hot-fixes M build
in a couple of days.
Just in case, I am going to crosspost the list of workaround above into the
bug #238098

I had the same issue some times with different plugins, because plugin
content hierarchies tend to get very deep.
One workaround is to use 7-Zip (7-zip.org) for unpacking. This works for me.
