I've been told in the past by the Eclipse UA team that if you update the
version number (the third position one, like 1.2.1 goes to 1.2.2) and
use -clean and restart, that Eclipse will refresh its cached info and
you won't see old content.

But it sounds like you've already done that.

Something that I've done in the past, when I haven't wanted to update
the plugin version number because I'm in rapid iterative development of
the content, is that I delete everything that's in the
eclipse/configuration folder *except* the config.ini file. That is,
delete the directories named like "org.eclipse.*". That usually does the
trick for me.

Sometimes I also delete the .metadata directory from my workspace (this
latter is a bit drastic, because I don't know what other effects it
would have. I do the .metadata delete as a last resort).

If you are viewing the content in an external system browser like
Firefox or IE, you might also check to make sure that the browser is not
caching pages and showing you what's in its browser cache.

Removing all the folders in configuration directory (and leaving the
config.ini) breaks my Infocenter running on 3.4.1. (This is the method I
used in 3.0.1.)

Removal of the following folders doesn't break Infocenter

org.eclipse.core.runtime
org.eclipse.osgi
org.eclipse.update

But, I'm not sure it refreshes the content. I'd really appreciate some
clarity on this issue.

Yes, the old way of clearing configuration directory no longer works in
3.4.x.

There's a thread on the eclipse.technology.equinox newsgroup about 3.4's
p2 ability to pick up new plug-ins in the dropins directory. I haven't
seen the clarity that I need yet.

I haven't had the cycles recently to do a good use case experiment where
it fails reproducibly. I do see that there is some type of cached
metadata located in the bundles.info file in
configuration/org.eclipse.equinox.simpleconfigurator and in the
*repository* files in configuration/.settings

But I don't know the relationships between them all (yet).
