Just been hacking the source code and plugin files, that far I have the
source editor running in Eclipse 3.2 (without runtime-compatibility!).

I'd really like to see the netcobol example plugin sources... Are they
somewhere?

Do you intend to submit your fixes/hacks for 3.2 to the eclipse world?

I'm particularly curious whether you've resolved all of the discouraged
accesses that do
import ...internal...

You will make a few people very happy for doing what you are doing.

I think that the NetCobol is not free. The only free version is
'Fujitsu COBOL Version 3 for Students'. They say that if you want to do
any serious COBOL programming you would need to upgrade to the for
profit compiler.

You may have a hard time getting the code. I checked their website
and only saw the Eclipse plugin for the Linux platform. This does not
make sense but that is what I found.

IMHO - You may want to look at a free Cobol Compiler..?
