So, am I missing something or is this a know issue that release 3.2.x
(on MacOSX) does not include that template? If yes, is there a simple
way to "copy-paste" these templates from one release to the other?

PS: I didn't had time yet to test it out on WinXP.

I am having the same problem with Eclipse 3.2.x on WindowsXP. Any suggestions?

There are separate examples that you can download from the Eclipse download page:

Hmmm, it's in my build, admittedly 3.3 HEAD. Did you pick up the full
eclipse SDK 3.2.x (instead of one of the runtimes, or just runtime-SDK)?

There seems to be a difference in the behavior of the "New Plug-in Project Wizard" in Eclipse 3.1 and 3.2.x that accounts for this problem. In 3.1, if the "Generate the Java class that controls the plug-in's life cycle" check box is unchecked (on the "Plug-in Content" page of the "New Plug-in Project" wizard) the template page will still display the "Hello RCP." This behavior is reflected in some tutorials, including the "Eclipse Rich Client Platform" book by McAffer and Lemieux on p 42.

However, in 3.2.x the "Hello RCP" template only shows up if the user checks the "This plug-in will make contributions to the UI" check box, which would have been grayed out in 3.1 in the circumstances described above. Checking this box solved the problem for me.
