Is the problem that the view tab menu items have been i18ned but the
tooltip for the buttons has not?

Yup...

I looked at SWT source codes and found the SWTMessages bundle.
I added more language bundles and it works fine now. The tooltips
are now internationalized :)

I wonder if there's a way to fix those tooltips without editing
the swt jar file :(
