I think it would be kind of nice if the 'package explorer' or 'navigator'
had a place to see a short project description, like a tool tip for
example. Even if you right click and choose properties there is no place
showing a simple description.

Maybe this functionality exists and I just missed it. If not, is there a
good place to request this kind of enhancement?

Geoff,

The eclipse.platform newsgroup would be the place to discuss this
particular enhancement. You could also open an enhancement request in
bugzilla.
