I'm creating a RCP application which use some native libaries, can these
libaries be placed in the plugin directory, if that the case where do I
place them for the plugin can locate this. If not whats the best practice
for placing native libraries.

It depends on how you want to deliver your plug-ins. I suggest looking
at SWT. They deliver their plug-ins and fragments with platform specific
libs as jars.
