Ian,

Because you're a committer, the wizard should recognize that and bypass
the entire process. But you didn't have committer privileges on
Bugzilla, so I just granted them to you.

For non-committers who want to bypass the wizard, they can simply link
to the standard Bugzilla "Enter Bug" link:
https://bugs.eclipse.org/bugs/enter_bug.cgi. But shhhh... don't tell
that to newcomers ;)

How neat is that?
